Update on Announcement: Covid19 and the State of Emergency

The rapid spread of Covid19 has caused the government to take strict preventive measures at many levels. Yesterday an announcement was issued by the Ministry of Education. This morning the Ministry of Higher Education, Science, Technology and Innovation issued another announcement, and this evening the Office of the Prime Minister declared a state of emergency for 5 provinces in complying with the regulatory requirements of the Thai government in an attempt to contain the spread of Covid19 has come up with the following plans:

Online Courses

  1. The university will be offering online courses for the first two weeks. We will review the process and wait for further instructions from the Thai government to see when face-to-face instructions can be resumed
  2. Online registration will be made available to students who may not be able to return to campus

Travels

3.  The University encourages students, faculty, and staff to avoid public transportation due to the risk involved

4.Quarantine is mandatory for those traveling to/through the following restricted areas: Anyone returning from these areas will have to do the followings:

High-risk restricted area

– Samut Sakon

Restricted areas

– Bangkok

– Samudprakarn

– Nontaburi

– Pratumtani

Report to the head village (there will be a special arrangement through the university for registration and installation of tracking application). For immediate notification, contact the SA Office.

  • Self-quarantine for 14 days (remain within one’s residence, temperature check every day, report daily temperature check, avoid contact with others). If you need any assistance, please contact your immediate supervisor.
  • For all students who have visited these areas, the SA Office will provide a special arrangement for them.
  1. Travel outside of Saraburi Province is not permitted. If necessary, permissions need to be acquired through the district office prior to departure.

Campus Security and Personal Safety

  1. No outsiders are permitted to enter the campus unless they have legitimate reasons to enter.  
  2. Security guards will be checking the temperature for everyone entering the university. Your cooperation will be greatly appreciated.
  3. WEARING OF MASKS is mandatory when you leave your room/residence, especially when in close proximity to others or in enclosed areas
  4. Avoid crowded areas
  5. Wash hands frequently
  6. Keep yourself healthy and pray that God will protect us from all harm

 

Summary of the Announcement from the Office of the Prime Minister on the State of Emergency

The government has declared a state of emergency for 5 provinces. These are:

High-risk restricted area

– Samut Sakon

Restricted areas

– Bangkok

– Samudprakarn

– Nontaburi

– Pratumtani

The government listed 8 major regulations

  1. Prohibit the use of building and classroom facilities that may lead to the spread of the virus such as teaching, training, examination, activities except for the followings:
  2. For facilitating online or distance learning
  3. For the purpose of assisting others in need of help
  4. For organizing activities that will be for the public goods with permission from the provincial governor.
  5. For small educational institutions with not more than 120 students
  6. Prohibits organizing activities that may lead to the spread of the virus such as meetings, seminars, parties or distribution of food except through trained staff who understand safety methods
  7. Closing of entertainment places etc that can lead to the spread of the virus such as pubs, bars, karaoke etc.
  8. Conditions for continuing services
  9. Food store, market places, restaurants – to be regulated in terms of distance and the number of individuals at the time.
  10. Alcohol consumption is not permitted in public or restaurants
  11. Shopping malls, meeting halls and exhibition halls, supermarkets may remain open but regulated according to the requirements
  12. Appropriate regulations. That the government of each province has the authority to implement regulations appropriate to each geographical location
  13. Border Crossing. To avoid traveling across provincial borders. If necessary, please seek permissions from the local district authority.
  14. Regulate the number of working people within the office so as to reduce the proximity through working from home or arranging working hours
  15. For each province to set up a committee to study implementations of the regulations and find ways to reduce or increase regulations appropriately in accord with the local needs.

Update on Quarantine Requirements

Step 1: Apply for the Certificate of Entry (COE)

It is important to note that the application for COE is not related to the visa application. If you have yet to receive a valid non-immigrant ED visa, you have to contact the Thai embassy or Consulates in your area for visa applications at least 15 working days before the expected date of travel.

Guideline to apply for COE

  1. Register for Certificate of Entry (online through the link provided on the Royal Thai Embassy/Consulates website)
  • fill in the application form and upload passport information page and valid Thai visa (you can also apply for the COE prior to obtaining a visa, but you may be requested to upload a valid Thai visa before COE issuance)
  • Health insurance guaranteeing that the insurance company will cover a minimum of 100,000 USD of medical costs incurred by the applicant in Thailand, including medical costs in the event that the applicant contracts COVID-19 (The insurance must cover the whole duration of stay in Thailand)

– If you have medical insurance, you should upload it into the system

– If you do not have medical insurance yet, you can upload it later, together with the plane ticket and the Alternative State

Please note that the Office of Insurance Commission (OIC) of Thailand has set up a consortium of insurance companies that provides COVID-19 treatment insurance in Thailand. This insurance has been approved by the Thai government and can be used in the Thai visa application process. Coverage begins immediately upon arrival in Thailand.   • Copy of letter confirming enrollment or admission

After the submission of your COE applications, the applicants will be given a 6-digit reference code. The code will be used to edit your information, track your application status, and to download the COE.

  1. Issuance of COE
  • After your application has been pre-approved, the applicants should buy an air ticket (check with the Thai embassy/consulates for the approved flights to Thailand) and book Alternative State Quarantine (ASQ) within 15 days. Please check the list of the approved alternative state quarantine hotels at www.hsscovid.com
  • Go to the “Confirm trip” menu in your COE online application and provide your flight detail, plane ticket, ASQ booking confirmation on your arrival date, and medical insurance (if the applicants have not provided it in the pre-approved stage) and upload the above-mentioned documents into the system within 15 days after your application has been pre-approved.

– If you do not submit the required documents within 15 days, the system will automatically delete your application, which you have to start the application process over again.

– Royal Thai Embassy and Royal Thai Consulate-General will issue a COE within 3 working days after the applicants have submitted travel information.

  1. Once Certificate of Entry (COE) is approved
  • Applicants must download and print the COE

Step 2: How to proceed upon your departure

Provide the following documents and present to the Airline’s check-in counter upon your departure:

  • Certificate of Entry (COE)
  • Passport
  • Fit to Fly Health Certificate
  • COVID-19 free Medical certificate (using RT-PCR test) issued within 72 hours before departure (in case of connecting flights, before embarkation from the initial port)
  • Health Insurance with a minimum coverage of 100,000 USD and coverage of COVID-19

DOCUMENTS MUST BE IN ENGLISH OR THAI ONLY. CERTIFIED TRANSLATIONS INTO ENGLISH OR THAI ARE ACCEPTED IN THE CASE THAT THE ORIGINAL COPY IS IN A FOREIGN LANGUAGE.

Your departure can be denied by the Airlines if you do not provide any of/all the aforementioned document(s).

 

Step 3: How to proceed upon your arrival in Thailand

Travelers arriving in Thailand during the COVID-19 pandemic must present the following documents to be granted the entry stamp on passport:

  • COE and Declaration Form (original copies)
  • Health insurance covering all expenditures of medical treatment, including COVID-19, while traveling to Thailand in an amount of at least 100,000 USD (original copy)
  • COVID-19 free Medical certificate (using RT-PCR test) issued within 72 hours before departure (original copy)
  • Fit-to-fly/Fit-to-travel Health Certificate issued no more than 72 hours before departure (original copy)
  • If granted entry, a traveler must go through 14 days of Alternative State Quarantine

*Alternative State Quarantine (ASQ) is the process of Quarantine at government-approved hotels at the traveler’s own expense.

It is important to note that to enter Thailand, you must comply with Disease Prevention Measures for the person entering Thailand to prevent the spread of the COVID19.

Update on Quarantine Requirements

Regarding the impact of the pandemic and the latest update for non-Thai students wishing to come to AIU Campus, the university has been following the news closely. The three departments working closely in following all the updates and the latest information are the Liaison Office, the Office of Admissions and Records, and the Student Administration Office. Many correspondences took place between the university and the overseas embassies including numerous government agencies assigned to oversee the transition of international students to local universities in Thailand. The Thai government at this point only permits non-Thai students to return through two designated locations, Suvarnabhumi Airport and Don Muang Airport. Upon arrival, each student will be transported to the selected state quarantine location for 14 days. After the quarantine, students will be permitted to go to our Muak Lek Campus to resume classes. The financial arrangement has to be pre-arranged with the selected location for quarantine. Students are encouraged to inform the Admissions and Records Office of the travel plans so that an appropriate arrangements can be made. The following documents will be required at the point of entry:

  • Certificate of Entry (COE) and Declaration Form (original copies)
  • Health insurance covering all expenditures of medical treatment, including COVID-19, while traveling to Thailand in an amount of at least 100,000 USD (original copy)
  • COVID-19 free Medical certificate (using RT-PCR test) issued within 72 hours before departure (original copy)
  • Fit-to-fly/Fit-to-travel Health Certificate issued no more than 72 hours before departure (original copy)

If granted entry, the traveler must go through 14 days of Alternative State Quarantine.
